Challenge
A national training programme required an independent mid-term review to inform budget reallocations and curriculum adjustments before the final implementation phase.
Context
The programme operated across regions with heterogeneous delivery partners; data quality and indicator alignment varied by territory.
Objectives
- Deliver an OECD/DAC-credible mid-term assessment within the parliamentary reporting window
- Quantify beneficiary results pathways while documenting data limitations transparently
- Provide actionable recommendations for the steering committee and M&E unit
Methodology
Mixed methods: probabilistic beneficiary survey (n=1,800), qualitative case studies in six regions, document review against OECD/DAC evaluation criteria, and a two-day validation workshop with technical counterparts.
Implementation
Fieldwork was sequenced to avoid survey fatigue; enumerator training included spot checks and back-check protocols. Analysis scripts and cleaning rules were archived for reproducibility.
Outcomes
The steering committee adopted the recommendations; the M&E framework was revised for the final phase. Limitations on causal claims were explicitly recorded in the annex.

Lessons learned
Mid-term timing required tighter coordination with regional partners on data access; early agreement on indicator definitions reduced rework.
